It’s no a bug. Brand-new users can’t post content till 12 hours after account activation, and also 24 hrs for PM’s.

but ns don't usage this, I usage google Doc's to compose my fanfiction.

You have the right to write your story almost everywhere you choose, yet you need to paste the into file Manager. Climate you walk to Publish/New Story, to fill in the details, and also choose the paper you pasted/saved in file manager.
If it's a multi-chapter fic, everytime you want to add a thing you go to document Manager, create a brand-new document, paste it in, and also then walk to Publish/Manage Stories, pick "add brand-new chapter" form in your chapter details (if any) and select the document.
It's a cumbersome system.
